Johnny, Rosella,
   This most likely has little to do with call routing, translations,
or anything like that. As you had mentioned earlier, Rosella, the Temp
Fail cause code you were seeing is indicative of a media resource or
dsp/gateway failure.
   To continue helping we need you to tell us if this gateway is doing
h.323 or MGCP with CUCM. You currently have "debug isdn q931" turned
on. In addition, please turn on:

If this is an MGCP gateway: debug mgcp pack
If this is an h.323 gateway:  debug h225 asn1, debug h245 asn1, debug h225 a931

make a test call and post the output. I am thinking that you're
probably using an MGCP gateway and the GW is returning some sort of
failure to the CM following the start of call setup. The above debugs
will show us where the error is coming from.
