[cisco-voip] Call Forward on failure

I'm not aware of any smarts built into the forwarding tool. When it's forwarded, it's forwarded. 

You might be able to use mobility which I believe can deduce when a forward target is busy and go to the next one.

I need some ideas on how to set this up for a client. I have cti rp which is CFA to a toll free number and some times we have a situation when this toll free number does not work . How do I forward this number to the toll number when call forwarding to toll free does not work. Currently I have Cti rp CFA to toll free number and Failure on forward set to toll number and this does not work , which I believe is WAD.
