[cisco-voip] Upgrading from Unity 4.2.1 to Unity 7 (question about administration pages)

Is the engineering special part of the latest Unified Communication 7.X release?  If not, is it easy to install?

True for 7.0 base, but it is supported with ES17 or later installed:
