When you park an external call like that it's going to put the call on hold.

Does hold and resume work with external calls?

If not, then start there. Looking at the SIP Messages in the CCM traces is a
good place to start. If you want to tinker you can try requiring an MTP  so
that you don't need to renegotiate the media mid call to the SIP Provider.
