this is from phone to switch or switch to next hop up? if
so, its the phone setting the marking or your switch being
set to trust the voip phone (trivial setting). either
way, you need to climb up the network to the next device
(aggregation switch or the router usually) to see if its
set to trust the link (or else it will just blat all the DSCP
stuff) and at router level ensure that QoS is enabled
and policy map set out nicely so you CARE properly about
the phones markings.
