[cisco-voip] AID2431 Connected to a PBX

I am trying  to connect an IAD 2431 to a PBX using a PRI.   PSTN-Asterisk -
Sip - IAD2431 -T1/PRI Port - PBX.   When I try to dial out I can't get the
IAD to accept DTMF from the PBX so a call can be dialed.   I can access that
trunk from the PBX an bring up dial tone.  I can break dial tone with DTMF
tones  but the IAD won't do anything.  If I hit the # the IAD will generate
a fast busy.      Am I missing something simple?
