[cisco-voip] Installing CallManager Locales in UCM 7x

Does "cm-locale-es_CO-7.0.1.1000-1.cop.sgn " get installed on every node
or just Publisher?

I recall that for Mexico City or Monterrey, Mexico I should use Spanish
(Colombia). Correct?
