[cisco-voip] Call Forwarding Question

Is there a difference in call forwarding behavior between CCM 4.x and 6.x/7.x? Specifically in the case of a loop where Extension X is set to CFWDALL to Extension Y and Extension Y is set to Forward Non Answered Calls to Extension X?

I have two receptionists and when one goes to lunch they set CFWDALL and when they get back they used to have no missed calls but now they have a ton. I monitored this one day and the setting was staying in CCM as far as I could see but I saw calls being forwarded to the phone from the other receptionist...
