[cisco-voip] Publisher Disaster Recovery

Unfortunately we use IP addresses, I thought that was a best practice.

Absolutely. The only dependancy on IP address will be if you have it set in System->Server. If those entries are hostnames then doing a DRS restore on a server with the same hostname but different IP address should work just fine.
