[cisco-voip] FXO Strange behavior

Dear all 
we are facing a problem on inbound calls to FXO , the VIC-4FXO is installed on Cisco 2801 router in the VIC Slot , the outbound calls to the PSTN are working fine without any problem , the problem is when you try to call the line connected to FXO port .

IOS ver : c2801-ipvoicek9-mz.124-15.T7.bin
PVDM : 16-channel (G.711) Voice/Fax PVDMII

the voice ports configuration are as foloow

the outbound dial-peer are configured as follow

dial-peer voice 1 voip
 destination-pattern ...
 modem passthrough nse codec g711ulaw
 session target ipv4:100.100.100.100
 dtmf-relay cisco-rtp rtp-nte h245-signal h245-alphanumeric
 fax rate disable
 no vad

when you do show voice call summary i found that the VTSP state of the port is S_WAIT_RELEASE_NC which means the port is waiting to terminate the call
the VPM STATE is changing from FXOLS_RINGING ( at this time the caller on the PSTN is hearing a ringback ) and FXOLS_OFFHOOK .

when debuging the VTSP i got something like Disconnect Cause = 38 and TONE=FAST BUSY

the state where the port stuck at,  indicating that the FXO port is waiting to terminate the call .

also , the problem  is very strange since if you reload the router , or power off then power on the router many times , the problem disapears :D:D:D:D

I have tried to change the router completely , replacing the FXO card , trying different IOS versions but nothing happened.


anyone has face a problem like this before ? , if you need any debug or show please contact me.

Note 1: the same Router configuration ( FXO , PVDM , IOS ) is already working without any problem in another site.
Note 2: the PSTN line is ok since it's working well on analog phone .
