Because it's set for 'system default'.  There is a system default
inter-region codec as well as intra-region codec.

 

Intra defaults to 711/722 and inter defaults to 729 if memory services.  

 

Should be under Service Parameters (CCM Service).

I have a lot of regions configured but don't see the relationship between
regions being displayed. Any idea why?
