In the one-way audio case I don't think the firewalls (just a linksys router 
doing DHCP and NAT at my home for instance) are capable of doing SCCP 
inspection.

But right now none of the phones that are having this problem are firewalled 
at all. All are directly addressable, and can be pinged from anywhere in the 
world (except when they are resetting). I'm trying to get direct IP 
communications to work first, then I figure I'll worry about DHCP, NAT, etc.

As I said, the phones seem to connect to the call manager router, which is 
also doing the TFTP, and download the configs. At least TFTP debugging shows 
the download completing. After that happens the phone reset and cycle 
through the process again, though. It's going on now, let me log into the 
router and capture a TFTP event and packet debug....

Here's the phone which has the static IP directly assigned -- I went through 
the menus and setup the IP addressing and tftp and call manager server info 
by typing it directly into the phone --

Here's the phone that has the IP assigned via DHCP, but the address is 
publicly addressable and not behind a NAT firewall, so it's not being 
translated.
