[cisco-voip] If Auto-Registration is disabled, will phones still get new TFTP Phone Load, just not auto-register right?

I need to upgrade the phone load on 3000 7941s using SCCP41.8-5-2S under
7.1(2a).  My plan is to use a 7.1(2a) VMWare image in a staging room to
upgrade load, then ship the phones to site to avoid the 25-45 minutes
it's taking at sites for Phone Loads to download.

 

My question is if I turn off Auto-Registration I don't think I need any
licenses and/or DLUs.  The phones won't register so I won't need DLUs.
Anyone disagree or know better?
