[cisco-voip] Phone Services redundancy?

So, since 99% of CUCM phone services point at the Publisher, is it
expected that they would all die with the Publisher? (obviously, if
the service is ONLY pointing at the Pub, the service is toast whent he
Pub is...)...

I guess my question is, what are best practices for phone services to
retain them during a Publisher outage? Or are these specific services
(IPMA, specifically) only hosted on the Publisher anyway....
