it depends. those are simply web services the phone gets by HTTP URL.
The default URLs point to the publisher. You may manually reconfigure
them to point to subscriber or you may setup a load balance address on a
switch with the SLB feature and point to the virtual address. The
switch then monitors server availability and redirects to an available
server.
these are configured in CCMAdmin under enterprise parameters, under
service parameters, or directly on the device configuration page.
