[cisco-voip] CallManager Upgrade 4.2 to 7.x

This information used to be in the CUCM compatiblity matrix but has been 
unfortunately removed:

I am working to get the doc teams to update this to more relevant 
information.

Even h.323 has some version dependencies:

At this point the best assurance of compatibility comes with Unified 
Communications Solution documents:

which gives 2 recommendations for IOS based on use.
