[cisco-voip] Voice Gateway Input Queue Flushes

Not an answer but a bit more information -

"Flushes are normally caused on the input hold queue if the packet stays 
in the queue for a longer duration and if a CPU time slot is not 
available to switch the packet to the egress interface . This kind of 
problem is normally caused if the packets are process switched on the 
router. This kind of problem is sometimes accompanies with buffer 
failures and some times high cpu."

I found one other reference to possible low priority packets dropped 
during congestion.
