If you have any ACLs between your phones and CM, make sure to allow tcp/8080.

The directories (and services) are simple HTTP lookups from the  
endpoint to the CUCM server defined in the Enterprise Parameters.  If  
you are getting host not found or the phone stuck at "requesting" it  
either means the PC is trying to do a dns lookup for the URL or the  
HTTP request is timing out.
