Any ETA for when the 7.1 will be available on PUT?
and here's a crazy question any future options for electronic requests and fulfillments for these licenses without having to wait for shipped media?

Yes, you will need to obtain a 'software feature license'. This should be trivial when you place order through the Product Upgrade Tool (PUT):

Last year we upgraded from CallManager 4.1(3) to CM 7.0. I have since patched it to (I think) versions 7.0.1 and 7.0.2. Now, we'd like to upgrade to 7.1. Do I need to obtain a software license from Cisco for 7.1 before running the upgrade? Not sure if that's considered a "major" upgrade or not.
