[cisco-voip] FXO Outgoing Call Problem

Trying to setup some FXO ports for the first time in CallManager 5.1.3,
and having some trouble with outbound calls. Inbound are working
perfect, but when I try to place an outbound call out through the route
list with the FXO port, it just sits for about 10-15 seconds, then comes
back with a fast busy. 

 

Here's the output of "debug vpm signal" - any ideas?
