Let me guess? My car warranty is about to expire and this will be my final notice? ;)

I have a customer that wants to do an outbound campaign
only. They have a simple application that is going to read from a file, and
place calls to those users and leave a recorded msg. Is the only way to get
outbound port purchase agents? I know I need UCCX to do some of what they want
but why do I need to purchase agent licenses when I will not have any agents
signed in? Can anyone confirm this? Thanks.
