I'm not sure that's right his VG is controlled by MGCP which means it would be the CSS on each port in CM that would control what it can or can't dial

I could be wrong, but I suspect you can't make any calls because there are no outbound dialpeers defined. You'll need to create a dial-peer to point back to your callmanager at a minimum.

I'm not dialpeer expert, but you'll want to do something like this:

A small snippit of code is ok with a reasonable explanation, but the whole running config might be better if you don't know alot about the systems yet.
