You're not crazy - I'm able to reproduce this in 6.1.3.3203-1 (one of the
latest 6.1.3ES releases) but not on 7.0.2.10000-18.

It doesn't look like any bugs that I can see either.

A TAC case might be your best option unless someone else has more info or
has run into this before.
