[cisco-voip] Unity License Question

I have access to the Dynamic Configuration Tool and as I recall to
order more licenses for Unity you use the high level part
UNITY-LIC-UPG-5.X and this is what I came up with:

UNITY-LIC-UPG-5.X	Unity, SW Feature License Upgrades, qty = 1 only	1	 $-
UNITYU5-USR-E	One Unity VM/UM for Exchange User	10	 $65.00
UNITY-PAK	Product Activation Key	1	 $-
CON-ESW-IC-UPG-5X	ESSENTIAL SW Unity SW Feature Lic Upgs qty = 1 only	1	 $-
CON-ESW-TYU5USRE	ESSENTIAL SW One Unity UM for Exchg User	10	 $8.00

So I'm assuming this is a legitimate part to order.  The part
UNITYU5-USR-E10= is not even an option.  Why the price difference?  I
do remember that $65 was only for Voice Mail and $135 for Unified
Messaging support back in the day.
