you can create a mailbox or call handler and just set it to hang up after the greeting, no one has to be responsible per se, but someone would need access to record it in the first place by being given ownership of the handler or the passcode if you use a mailbox

Is there a way to create a greeting only voicemail box?  This box would only play a greeting and then hang up.  Also there would need to be an individual that would be responsible for recording/changing the greeting.
