[cisco-voip] Call Manager Admin Error Message

Trying to add a shared line to a 7961 with a 7914 add on module and I get the following error when I click save.
 
"Access to the requested resource has been denied.
The attempted action was a violation of security protocols and will not be allowed. Please try another action.'
 
This is on CUCM 6.1.3 and I can add other lines to the phone with no problem. I do not see any errors in the syslog via RTMT. Any ideas?
