[cisco-voip] setting up Call manager express as call manager

Hi

I have three routers with CME files installed in it.I want to see how the
pastn fallback occurs.

Can i make one of the CME router to work as call manager and see pstn
fallback.

My point is i want to test in my lab.Can i register the phones  with one
central CME router and experience pstn fallback.
