[cisco-voip] CallManager Upgrade - License Question

We're going to be upgrading to CallManager 6.1.4 (from 5.1.3) over the
week, just wanted to get something straightened out about the licensing
quickly: do we apply the new license files after running the upgrade (so
after it's booted into 6.1.4), or can they be applied before the upgrade
(onto 5.1.3)?

 

Also, the license files only need to be applied to the publisher,
correct?
