[cisco-voip] Convert Wav to RAW file for ringtones

If you have access to it, Cisco Phone Designer will do this.   When you
import a .wav file, it converts it to .raw and stores a local copy of the
.raw file in your documents ands settings\{user}\Application Data\{somewhere
down the structure}.  Sorry for the lack of more specifics on path.
