As a recently realized and painful side note, Sound Recorder in versions of Windows later than XP no longer possesses this functionality.

i think this has been said before, but don't forget you can use windows sound recorder as well. you just have to rename the file to .raw after saving it with the appropriate encoding parameters.

I have Audacity and use it to create the .wav file. I Can you tell me how I
can use it to convert to a .wav to a .raw file because I don't think it can.
