In the most basic sense an excel spreadsheet.. and in your case a simple database would probably do the trick.  Is there number free, assigned, reserved, etc. Then you could have it do a look for free numbers.. and it would pop those back to you.

We have a bank of 10,000 DID telephone numbers at our agency.  Is there a software package that could manage the automatic assignment of the telephone numbers to new employees and recycle old number assignments as staff leave?  This software would probably be similar to how Central Offices assign and manage their telephone numbers to residential and commercial customers.  Can anyone make any suggestions on available software packages, plug ins or share how they manage large blocks of number assignments?  We are running Cisco Call Manager version 6.1.4 Linux.
