[cisco-voip] Monitor registration up/down status of key ATAs and phones?

Remote syslog is configured in the CUCM Serviceability page under  
Alarm->Configuration.  You'll want to set the alarm level for remote  
syslog to a level that includes device registration (DeviceRegistered  
is Info level) as well as unregistration (error).
