There are a number of options out there. Basically, you need an application that can monitor the real time status of phones, usually through CTI. 

Radianta might give you the best bang for your buck if all you want is 911 alert.

What are people doing for 911.. 

We have dial 8 for external line, but security now needs to be told who called 911 before the relevant service turns up. 

How can I get this information to them, without me interveaning.I know about emergency responder but that is not an option at this time.
