Yes you work with the vendor to get trial or NFR keys for what you want. It
is called a proof  of concept phase. I am doing it right now with Cisco and
their developer network for a project we are working on.

Have you ever wanted to setup a lab environment using software that you
hadn't licensed yet to make sure the money to license it would fix your
problem?
