Then you just need the outgoing voip dial-peer to specify the codec
you wish to use and it is up to the softswitch to honor the SDP sent
by the router or reject the call.

What protocol is the FXS port using to talk to CUCM? If it is H.323
then there will be a voip dial-peer (sounds like this is the case) and
you should use a codec class that allows for g.711 and g.729 (not g.
729b though). Other than that it is the region configuration between
the FXS port (or the h.323 gw in this case) and the IP phone that
determines the codec used among the capabilities each device
communicates to CUCM.

transcoder but i don't know how to make a FXS to bring up the
