[cisco-voip] 7.1(3) Device Defaults

So far no issues with SCCP42.8-5-2SR1S and 7962/7915 other than you
first have to upgrade to SCCP42.8-5-2 before going to SCCP42.8-5-2SR1S
which is a pain.  This is documented in the release notes.

What I don't understand about this is 8.5.3 seems to be better matched
to the cm 7.1.3 features, like fully populating two 24 button sidecars.
