Do you hear this radio signal if you plug a regular phone into the POTs lines?
It seems very unlikely that you're getting RFI from a tower a mile away. What type of radio signal is it? Broadcast AM/FM ?

A couple of days ago, we implemented IPT at a site that was previously using a Norstar system. After conversion to IPT, the site has been experiencing radio across all their phone lines that terminate to an FXO card in a 2811. There is a radio tower approximately 1 mile away from the branch. We have taken the following actions to try to resolve this issue.
>From the Dmarc, we validated no radio was coming into the branch.
We eliminated any bridge taps and created straight run (Cat5 cables) from the Dmarc to the router FXO ports.
We added ground wire from the router to a nearby water pipe.
We went through each phone line and eliminated the thought of one of the lines causing the issue.
Does anyone have any other suggestions that we can try? Interesting that we did not experience this problem on the Norstar.
