[cisco-voip] best way to block caller-ID on outgoing calls

Create a special route pattern(ie 9*67.1[2-9]XX[2-9]XXXXXX) that has  
the following fields set on the route pattern...

Calling Line ID Presentation Restricted
Calling Name Presentation Restricted
