Read the release notes carefully. You'll have to read the release notes and "new and changed information" all the way from 6.1.(3+1) to 7.1.X. It's easy to miss stuff, so be careful. I posted to the list a question about "message playback settings" being saved - It was in the release notes!
Test things out on a lab machine with a few phones so you are aware of the changes and behaviours. You don't want any surprises. You should run some beta users for a while at least.
Also, you'll want to plan on upgrading the firmware of all the phones ahead of the CUCM upgrades. And you'll want to make sure all the dependencies are taken care of for all the applications you are running. Check the compatibility matrix for the appropriate application, i.e. Unity (TSP), Unity Connection, IPCCx, IPIVR, etc.

Subject: [cisco-voip] Upgrading from CCM 6.1.3 to 7.x
Hi guys,
Long time reader of this mailing list, first time poster. I’m about to upgrade my two node 6.1.3 cluster to 7.x. Does anyone have any experience with this upgrade and if so what were some of the pitfalls/problems that occurred? I’m trying to understand the relative difficult or ease of upgrade.
Thanks
