You need to use DTPC on the AP to set the power on the phone.  Be  
aware that the phone's wireless chipset will drop the power if it has  
a good signal so if you have DTPC set to 13dBm and see the phone  
transmitting at 5 dBm then it's normal and shouldn't cause problems.
