So the $64 question. what are the odds that it is also incorrectly
documented that there are no fixes in the 6.1.4 range (fingers crossed) and
it is actually resolved in 6.1.4.1190-3 (the latest 6.1.4 code)? I don't
believe we are entitled to a 7.x license and I can't/won't go backwards.

unfortunately poorly documented. internal notes say it is dependent on
CSCso43615 which is not fixed in 6.1.4 base.  I will update the
Release-note, look for updated information in 48 hours.

The bug notes show it resolved in the following codes:

6.1(3.9999.1)

 

I'm obviously on a later code than all of the listed 6.1 codes yet I have
the bug. Why is this showing up for me and not fixed in the code I'm on? I
would think this would be fixed in any 6.1.4 code.
