[cisco-voip] Avaya TAC dialing

I have an Avaya that I am setting a tie line to another PBX.  I want the
Avaya users to be able to dial the TAC directly but am getting a wave
off as soon as I enter the TAC.  The Trunk group is set to "dial
access=Y" and I have verified the COR should allow the calls.  Any ideas
on what I may  be missing on my Avaya to allow users to dial the TAC
directly?
