Hi Lelio,
This is intended to handle instances where DST changes begin/end times.
Around the world there are DST changes almost monthly. We originally
thought DST was a relatively stable concept, boy were we wrong. The
idea here is that if a timezone changes their DST begin/end time or
offset for any reason then CM may be updated via a .cop file patch
rather than requiring a full CM upgrade.
