This was a frustrating problem. Here is the final solution I found on a Cisco forum site. Not sure I understand the thinking on this but it did work;
If you make the changes on behalf of the subscriber, then instead of those restrictions, Cisco Unity looks at the restriction table of the person who makes the changes. In order to resolve this issue, use the Active Assistant ( http ://Unity_Server/Web/AA/), logged as the subscriber, in order to make the changes

Here's what my restriction table looks like.
Things to look at:
• maximum length of dial string
• the order is important, i.e. your allow is before the block
• your entry doesn't have a check mark in the block column
• i don't think you can have two "*" rules, but I could be wrong
I know that there is a few bugs with ordering in v7.0, so you might be better off restarting from scratch.
Other than that, it might mean a call to the TAC.

Even with the * in the table I cannot enter an 11 digit number preceded by a 9. I tried both the * and the 9??????????? But unity returns the same error “Phone number does not fit dialing rules or your dialing permissions”
Is there a setting somewhere that has to be changed to allow this type of out calling other the COS and restriction table?

so, 9??????????? would allow a 9 followed by 11 digits.

This is the first and only out call application from Unity
Do you know how the restriction table should be formatted to allow a 12 digit dial (i.e. 91xxxyyynnnn )
Presently I have * which the doc says is a wild card

The class of service assigned to the user refers to particular restriction tables that dictate what numbers you can add. You will have to follow your dial plan rules, e.g. add a 9 and make sure your voice mail ports can dial out.
Be careful though, giving your voice mail ports LD access can be considered a potential toll fraud vulnerability.

Subject: [cisco-voip] Unity out call notification
I have an application where the user wants to be called on her Cell whenever a message is left in a particular mail box. Although I have unity calling extensions for other notifications Unity won’t let me enter the external number to call. I created a separate dialing restriction table and a separate COS for this application but unity continues to tell me “Phone number does not fit dialing rules or your dialing permissions” and will not let me even enter the number into the notification device page. We are unity 7.0
Anyone know what I am missing to make this work??
