[cisco-voip] device to make ring no answer line busy out?

we have a backup analog trunk hunt group, but unfortunately our service provider can not enable ring no answer hunting, only ring busy hunting. 

in the event a router goes down, and a line goes unanswered, I'd like to be able to automatically: 

    • busy it out 
    • forward it on to the next number 

i know there are tonnes of analog tools out there, just wondering if anyone has run across something like this or another solution.
