Obviously it is not an ideal situation. But for small offices (less than 10 users), you can usually get by with this if you are able to get multi-meg internet service. If you run into voice quality issues you are pretty much toast. But if it save 1000 a month, it may just be worth it.

If they can't guarantee voice QoS, you don't really know what you're going to get on the other end. Data can handle jitter and delays, but you normally would never tell a difference. If you're interested you can try the IP SLA feature to see what type of quality you can get on the link.
