[cisco-voip] MGCP Gateway not registering with FXO ports

I ran into a similar issues a few weeks back and i had to go into CM and
configure each port for them to register even though i was only using the
first 2 on a 4 port module. Obviously a bug of some sort but i didn't want
to deal with trying to figure out why...  after I configured them all in CM
I i bounced mgcp all registered and worked fine so i left it alone
