[cisco-voip] No MOH after CUCM Upgrade

Did you upload the files to EACH server in the cluster that is running the VMS service?

Hello Group
we upgraded our CallManager from 4.2(3) to 7.1(3a).
I saved the MOH files from the old cluster and uploaded them after the updated to the 7.1(3a) cluster. But I have no MOH if I put a call on hold.
Then I deleted all the MOH Files and uploaded them again. But still no MOH.
We also have a 7.1(3a) testcluster. There, MOH works fine.
What am I missing?
any ideas?
