[cisco-voip] SCCP/VG224 not ringing phone what should volt meter show ring voltage?

Phone's are not ringing, but offhook is showing -43V onhook. When ring comes in I see a voltage drop.  The butt set is fancy and has a reading that shows 38V while offhook (hearing dialtone)

The VG224 data sheet show 50Vrms into 5REN.  What will a volt meter show? I use a volt meter about once every 5 years...
