I think I want to recant my statement. I forgot CER 2 was Linux platform, I believe you'll just need the server license upgrade.

Thanks Nate, the documentation wasn't clear. It state that upgrads
from 1.3x required new user licenses but did not mention anything
about 2.x one way or the other. Glad to have some verification.
